Wow, I just did another google search of mini bikes, and it was surprising how much of them came from this site.
Theo we need you to help us help you. That is narrow down what what you want, what you need.
We already have helped you quite a bit, so all in all, do lots of research and practice welding.

Ok a start. looks like your other pics you've shown so far.

As I recall you have a engine and a welder.
What kind of budget do you have for this?

-Go for a chain drive, it is cheaper in the long run and the clutch is less expensive than the belt one.

Decide on what kind and tire size you want, equally do they need rims and axle's?

Decide what tube type you want? round or square, in your case no or little experience in welding, you might want square.

Also on the topic of tools, do you have other basic hand and power tools? Grinder, drill(hand or drill press) probably the most necessary off hand, but more maybe/is required.

What kind of donor parts do you have, like bicycles, scrap metal ect. (I think get rid of that ramp for this project)

What kind of brakes do you want. Front/rear? disc/drum/hydraulic?

Then there are all the other bits, throttle, pegs, seat....

Well thats all I can or care to discuss more at this point.
So, I hope you've got the basics of what all of what we(I) are trying to say.

OH, all this I had to go through just a little while ago on my build, I also had a 1year gap thinking on just one mistake I did, then finally fixing it. In that time I was researching almost daily for how to solve and other methods of what other people had done or are doing here and on the web.

11 inch wheel barrow tyres and the 15quid each I'm looking for a bicycle at the moment should find one soon and rear disk brake I was thinking I could use a brake line and a metal pole to rest my feet welded on to the frame and I have a office chair I'm going to take the foam out of and use that for a seatnailed tO wood

No, wheel barrow wheels wont cut it,(well at least for the rear) They dont have any way of connecting for drive sprocket and brakes.

As far as what ever else you have said....Im not too sure what you are asking.

Judging how I think you have no ability to make a rear from a tire, I would say do a search of minibike tires, ones that have a brake/procket attached, or buy a donor bike with them on.

It would also make it easier to show your location.
