Going to need more info on what you need.
Id say what do you have in order to start, tools, equipment and what materials you have now.

He just need mini-bike plans. According to him, he has everything needed to build the said minibike in the above photo. He just needs plans for that similar minibike. If you happen to find anything, be sure to post it here for others.

If he has everything what good are the plans going to do, isnt it self explanatory. I mentioned where was he located, as perhaps there was something lost in translation, as to me his explanation was clear.

Ok maybe Im missing something..
He has the parts, material and tools.
If he has a pic of what he wants, all that he needs to do is scale the pic or just estimate based on a known part, like the wheels and motor.
Bend or cut what you need and go from there.
The plans on the main site are more or less just guidelines of what you can do, no real measurements( if that is what he's really after?).
