New Tav2 engages on start up

I am part of the way through a cart build for the lil guy and after fighting and fabbing brackets to mount the tav2 kit it engages immediately at an idle. I have backed the idle down to where it barely stays running and loosened the chain to where I have almost one link too many. I have not messed with the springs in the clutch or their numbered slot location. Any ideas as to what else would cause this problem besides the idle being too high or chain to tight Maybe I am wrong as to how this unit is supposed to work but I was pretty sure it should idle without the cart rolling. Any help would be greatly appreciated

Pics would help...

This won't make sense considering it's a new TAV kit but, this situation usually occurs when the belt is too tight...

The weight assembly may be in backwards...
The belt may be on backwards...
Are both springs on the weight assembly, and what color is it painted on the end?
Did you put the copper race on?

...just a few things to look for.

Everything was working fine on the run stand but as soon as I finished installing the motor it engages the wheels. I thought maybe the chain was too tight so I purposefully left it loose just to see if it helped and it made no change. The copper race is on and I'm running the green spring on the first slot. I also rechecked the belt is installed right.
The kit itself is very poorly made, I had to do a lot of deburring just to get it installed on the motor

Or a busted spring on the driven unit. When I turn it by hand one way and release it....it should snap back correct ?
