I had a 5 hp b&s fun power motor but need a new one...are there and cheap one that will have same mounts and everything? 
New motor replacement?

what is wrong with the engine? its best to trouble shoot that first. many older engines like the flathead briggs are great engines and will last longer than the one i have a link for below.

ok..well the gas tank needs to be cleaned by a radiator guy, then the carb need cleaned, and a new clutch, the motor was sitting for like 7 years so i think i would rather just get a new one than to put all of the money into it.

I have no clue how to clean a carb of gas tank...

Should be in the shop...
Gas tank:
Get some small bolts or stones if rusty, and give it a good shake. Add a bit of gas, shake it around, then remove all the gunk and flush it with fresh gas.
Don't take the easy way out. It will be more satisfacting fixing your own engine and you will learn something too.
You can buy a maxtorque centrifugal clutch for $25-30. What is wrong with it? Some parts are easily replaced in clutches.

i took it to a mower shop and he said it has been used and abused...it was off a go kart from like the 80's

The mower shop may just want your business, or they may have being helpful.
By all means buy a clone- made in china, i have one and they are fine. However it would be worth putting a small amount of money and time in the briggs.

"Used and abused" sounds like code for, "Didja bring your wallet buddy?".
Unless the insides are showing on the outside, and/or they did a compression check, I wouldn't put too much stock in that opinion.

Clean it.
Buy a can of this, take lots of pictures so that you know how to put it back together. Small carbs are pretty easy to clean as long as you don't forget where the pieces went.

If your engine isn't working, why not try to clean it? You can do it without fear because you all ready know that you may need to replace it. You'll learn a lot and after you get done, pull the starter rope and it fires up, you'll have a big smile on your face!

So... Don't. It's your money, nobody's forcing you. Shop around- Are you in the USA? Harbour Freight carries clone engines, not sure of current pricing but probably one of your cheaper new engine options.
Make sure the engine you select has a 3/4" output shaft, and the mounts will be standard.

Measure twice cut once
Cleaning the few parts will cost close to nothing, a bit of carburetor cleaner should be the only thing you need to purchase. A little bit of work and the engine should work great.

It it worth putting $5 into it? If you have a air compressor you can blow out the carb (I do it when I run out of carb cleaner), then 5 bucks for a carb diaphragm and oil. We can help you step by step. If you go out and buy a Chinese engine, it wont last nearly as long as the briggs.
Shoot if mine was a 5hp Briggs I would fix it right up but it turned out to be a 3.5 o well I want a 5hp so if you live in the USA I'll pay shipping to have it sent to me but Im also picking up a 5.5 hp Honda but I would like to have a b&s as back up

If you can't get it to fire with the carby cleaned, try pouring a teaspoon of gas into the spark plug hole, and try to get the engine going. It should either fire or run for a few seconds flat out (make sure its not hooked up to the kart).
Whilst your at it, check spark by touching the spark plug against the engine block, and pulling the cord. If bad, put a new plug in and try again.
Also check for compression. A simple test is to put your finger over the plug hole. It should be blown off with ease.
