I would move my engine plate over the whole 1/2" it needs to go. cut the welds or cut the plate, your choice. Use some flat stock as filler if need be. Imo it's the quick dirty, cheap, easy way. Looks like you just mismeasured.

It looks like that if you loosen your sprocket hub and slide it in some to where the brake band is covering the drum completely, it will align up for you. That and slide your clutch to the end of the motor shaft and lock it down. Doing those two things should make it align up perfectly.

The problem here appears to be that the new engine has a shorter shaft than its predecessor; any of the above suggestions will work, it's just a matter of deciding which is easiest...

I had the same problem when I swapped the 206cc Briggs And Stratton Ohv 6.5hp and 8 foot pounds of torque, I had the exact opposite it was to far out and the chain kept slipping off, so I slided the engine over and drilled new holes in the engine plate and bolted it back on and never had that problem ever again

That's not the problem.... This isn't a home built kart. Its a factory bent and welded chassis. With that being said, its a culmination of many things, causing the misalignment.
First off, you need to go to the hardware store and buy 2 washers with a 3/4" id and that are 1/8" thick. They cost like $0.85 each at home depot. That's what I use. You need to space the clutch out to the end of the shaft. That's 2 washers, or a 1/4".....
Next, there is probably a washer between the hub and bearing, or a couple. If you can, remove them . If that's not possible, use a nut as a spacer, between the sprocket and where it bolts up. Doing this and the first thing, gives you a bit more than a half inch...
You should also use nuts to space out the brake drum, in typical Manco fashion....

I agree with spacing the clutch out, but it also looks like the sprocket hub has slid out, the brake band is only halfway engaged. Looks the like the sprocket hub needs to be loosened up and slid back towards the frame. Doing both, should line things up nicely.

I agree with chancer and justinlogue5_0 looks like you need to move your brake hub assembly, sprocket and lock collar need moved towards the frame and everything should line up. should be harder than using a allen key to loosen move then over make sure everything is lined up and tighten back up.
