Need help with 212cc engine speed

Hey all the help would be possible. I started building a go kart and I added a 212cc predator engine with a torque converter. I haven't attached the chain or anything because as soon as I start it, the shaft/torque converter starts spining pretty fast. How do I lower it where it won't move till I accelerate it.

If you cant get it to idle down, it could also be

1) throttle lever not returning, if so, add extra return spring to throttle lever by drilling a tiny hole in lever and attaching spring to lever and pull cord metal shroud.
2) black plastic screw on top of carb needs to be backed out a little bit.

It's supposed to do that.

If there's no load, no chain attached, it should spin for sure.
once you attach the wheels it shouldn't spin on the ground

When I put the chain should it be really tight? Little lose or just in the middle

Chain tension is no trick. Never tight....never loose!
Start tight and keep moving is looser till it comes off "tight"
I think I remember 1/2" play as a rule but I just go till it is looser than a "bind"
