There's a gear reduction box on the motor. That looks to be a belt tensioner system so by pushing in the outisde of the belt between the two gears, it should engage and move. Although that is geared pretty low, especially after that reduction.

i dont think that is a tensioner as even at the slack position it would still grab because of the teeth.
i think it was at some stage a tensioner but has been converted to a reduction box with a cent clutch built in.
my bet is that is a timing belt or one of those belts they use to run a supercharger and u will have to go a an automotive shop for one.
if u cant find one there then go to a tractor/ agriculture supply shop.

how do u make it move?
do u push the accelotator or is there a small lever by the seat that u push or pull

it is a reduction case
it comes with the engine
and yeah i move it with the accelerator
well that's what i rev the engine with cuz i haven't got the kart
to really go the belt is missing a couple of teeth that's why it slips
