And if there is a different behaviour, when is that?
Of course you must start it either with the clutch lever pulled or in neutral (some bikes have a switch on the lever so it has to be pulled no matter if it's in neutral or not)
Since it's a four stroke you should have a decompression system, maybe that's causing problems (high resistance).
So.. hmm
if you only kick against the return spring of the kickstarter only (no resistance) my best bet would still be on the ratched;
if you simply can't kick it down, maybe the decompression isn't working properly or it's shifted outside it's working gearset.

I just read in a german forum that sometimes the valves are too tight on the engines,
not being able to fully close, so you'd kick without any compression;
XB 37 intake 0.1 mm; Out 0.15 mm
AGB 31 In and Out 0.1 mm
Maybe that's the case with yours too.
