The order for higher gearing is (coming from the engine to the axle) low number of teeth to high number of teeth. With a jackshaft it is low to high to low to high.

Hope this helps!

Is the 13 tooth the clutch sprocket?

For lower gearing link the larger JS sprocket to the motor and the smaller one to the axle sprocket.

its 10t clutch to 18JS13 to 28axle im welding it all together later

Can you weld on hubs then bolt on sprockets? Welding on sprockets isn't the best of ideas being that they can wear out, lose a tooth, etc. and need to be replaced...but you can't without damaging your JS.
