my Honda 160 GC motor a failure?

I bought a honda 160 gc engine at a flea market. It looked brand new and i paid 40 bucks for it. I put it on a kart and it started right up. Ran beautifully. But it was like it wasn't revving all the way up so I temporarily bypassed the governor. It hardly moved on flat pavement. I think it came off a pressure washer. Anyway, I have the exact same setup on this as the previous one i just built except the other one was a 5.5 HP Briggs. That one ran like a raped ape. Plenty of torque. Good top end. They are both live axles. Both have a 60 tooth axle sprocket and 12 tooth clutch on 35 chain. Both have 410 X 350 x6 tires. The whimpey cart is actually lighter than the 1st one. So I guess my question is
WHY??? Do they reduce rpm on pressure washers to prevent the pumps from going out? Does anybody have any advice or ideas?

Maybe your clutch is gone?
Edit: sorry no it worked fine with the brings.
Sounds like it could be starved of air or fuel

I mighta looked new, but looks can be deceiving. In fact, that may have been a hint. A low-hours engine that looks new but is not, may have sat for a long period of time. Try cleaning the carb. While you're there, do the regular maintenance items- Clean and gap the plug, service the air filter, perform an oil change.
