Here's your clutch, purpose built for a bicycle..... http://m.ebay.com/itm/141317536164?cmd=VIDESC
There goes your budget.....
If you're going to build a mini bike, build it first. It's less complicated. It ONLY has 1 gear......
I don't want to rain on your parade, but I just don't see you building a motorized bicycle with $30, a bike, and an engine. Not one that is safe, and reliable.
Where is the "walking away from it" icon??? :surrender:
EDIT if you would have posted a pic of your engine,I could of linked you to one that actually fits YOUR engine, I know that one won't.......

I've seen that clutch before, I don't know how well it will fit on that weed whacker shaft... It's built specifically for this engine:

By default, the engine doesn't have a centrifugal clutch because it's meant to be pedal-started. To build friction drive, you don't need a centrifugal clutch as long as you build a system to engage the engine. If you already have scrap metal and cutter/welder, it might even be free to set it up. Have some sort of hinge and lever to shift the engine onto the wheel so the drive shaft contacts the tire.
Just an idea.
