Hello and welcome...

It depends on the mini bike..... How big are the tires and and im guessing this is a 1" shaft motor?

Clutch will be a bit more expensive than a 3/4" shaft clutch....

Typically speaking a 6:1 ratio is a target to start... but it depends on tire size(outside diameter).

8 to 1 with 19" Tires.
7 to 1 with 17" Tires.
6 to 1 with 15" Tires.
5 to 1 with 13" Tires.

Just my blind suggestions.

All will do around 25 - 28 mph at 3600 rpm.
If you want more speed, I'd try to get more than 3600 RPM instead of gearing for more top speed.
There is a fairly simple way to get around 5 or 5.5k rpms. Should get you above 35mph, maybe 40 mph.
