Yeah I have a robin engine, I'm a noob at this...That's generally on Briggs & Stratton engines. IIRC, he has a Robin engine. Probably with the newer style starter cup.
That's what I tried to do, The camera doesnt pick up the noise well, but i'll post anyway, let me upload it upto photobucketto diagnoise the sound by describing is VERY hard, it could be a bearing.....
Post a audio of it if you can might help narrow it down

I guess you could say it's more of a grind.def sounds like something is in the starter housing. are all the bolts on it? i'm sure they are ... i'm just throwing stuff out there.... on the vid, it sounds more like a grind than a screech tho. but you said ur cam sucks at sound ...
Agreed, however, 400 grit emery cloth or an abrasive stone will work better than sandpaper.on briggs engines you dont have to replace the clutch
just sand the shaft and put some light oil in there
