4 wheeler but I'm not really sure where to start...I havent done much research yet and not even sure if I can buy a small frame or have to make one...I'm planning on usuing a 31cc weed wacker engine I have on hand...

what size cooler? the big fishing ones? the easiest way would be to find a wagon the same approximate size and modify it.

i dont know that a weed wacker will do you much good especially if your cooler is full, if i were you id ad least look around for a 5 hp, as far as the frame, it could basically be a go kart frame with handle bars and a cooler instead of a seat http://www.youtube.com/watch?v=cz45qE2XJkQ&feature=related
