Near where I live... The city of Richmond, has a bylaw that all gasoline must always be pumped by an employee... Full service the whole city and you pay full service price.....
It was meant to keep people employed... And not have super sprawling gas stations with only a few people...

Pretty much.
Good idea in theory as well as try to prevent drive offs (very common during the gas spike and recession). Think it's also popular for our northern members in Canada.

Yah i don't want to pay full service price. last time i was there i don't remember paying full service. but it was on the company card so i didn't pay....

It's the same way in Baja.
All the gas and gas stations are owned by the GOV.
They pump the gas for you. Run your credit card into the store for you, and almost always wash your windshield.
You are expected to tip.

I was a pump jockey in my early 20's for a couple of years. I got aimed pretty good tips washing windshields and pumping gas.
