Is there such thing as a manual clutch (like one in a car where you work it to decide how much and when it engages and disengages) - to replace a centrifugal clutch - for a small engine application?

If so please leave a link or somewhere I'd be able to find one.

Something like a DBR clutch - I cannot seem to find one for sale anywhere...

you can't;

that company is down again for well over a year by now;
I don't think there are any new clutches made since their first batch.

Anywho, if you want one, maybe ask in the "for sale or trade" section;
I know some people here have one (IIRC unused on a shelf)
Same goes for OMB forums, so maybe that's another place to ask for one.

[EDIT]
Oh it was called DBRT1
(downs brothers racing type one)

in case you want to ask for it
