Manco tire tube question

After "restoring" a Manco Grape Escape with my son, we've run into a small issue. It currently has a factory 3/4" solid axle rear with 4.10/3.5-4 tires on 4" wheels. With the tires at 30 psi, the wheels spin within the tires and rip off the valve stems.
I'd move to a larger rear wheel/tire setup, but the 3/4" factory axle leaves few options other than the standard wheels unless I build spacers to bring it to 1". I've thought of putting a throttle limiter on it, but the top speed is already a dismal 12mph, so I'd rather not have him get bored at walking speeds.

Any suggestions?

Did you post a picture of the cart here somewhere? I find none in a search. I would like to see a photo of the rear axle area if you would be so kind...... 30 psi? rim spinning within the tire at 30 psi? That thing must have massive torque even though it will only do 12 mph..... typical electric kiddy carts will do 11 mph.

Thanks for the suggestions. They're not aluminum wheels, just a basic stamped wheel. The beads are nice and clean, but I may rough them up a little for more grip.
Any suggestions for beadlock screws? I'd be concerned they'll poke holes in the tubes.
Here are a few pictures of the axle/ chain setup. It's a solid axle going to both rear wheels and secured to the wheels with a keyway. I've got 4 bearings in the axle tube that support the axle itself. Gearing is 12T clutch, 36T jackshaft input, 12T Jackshaft output, and 36T axle sprocket. Engine is a 212 predator from HF. It's slow, but it'll pull stumps or shred valve stems, whichever happens first.

bead lock screws are machine screws with a rounded tip, they only press and rub against the bead not screw into it (they leave a dimple not a hole ;))

But if those scare you (the rim has to be drilled and tapped in order to install them of course)

you can try a non invasive and completely reversible method first:
buy some fresh coarse wet & dry sand paper and cut a few half inch wide strips.
mount them to the inside collar of the rim with double sided sticky tape
(get the good stuff ;) and properly clean the contacting surfaces from dirt and grease of course)

That should hold for quite a while; it's not exactly a permanent fix and eventually it'll fail;
but if all goes well it'll hold as long as the tyre is worth keeping.
At the very least it buys you some time to find a better solution :D

OH just one thing you sure the rim size is the correct one for the 4.1-3.5's and in case it's a split rim you have it installed correctly (no spacer, all bolts properly tightened etc?)
