Carter frame. Going from 8hp briggs to 11hp clone

The 8hp briggs on the kart, the carb was pouring out gas. I bought a rebuild kit and installed it. It was doing just as bad afterward, so I brought it to a small engine repair place and they replaced the float and lower carb housing. After getting it home it ran just as horribly!
I said screw it and bought a 11hp clone off ebay for $160 shipped. It looks to be a harbor freight return or something. It has electric start
I figured I was going to have problems with it fitting
I need to raise the engine a total of 1 1/2" to 1 3/4" higher to be able to slide it to the right to get the driver and driven pullies lined up.
If I try to move it over as is, the pull start assembly on the engine hits the axle bearing bracket on the right side
I was thinking of welding in 2 pieces of angle iron both running from left to right and welding an engine mounting plate on top of that

Does anyone know of a premade mounting plate that will fit an 11hp honda?
Do you recommend putting rubber grommets on the engine? That will affect the size of angle iron I need so I need to take that into consideration

Here's a pic I snapped today. You might be able to see the torque converter doesn't line up. If I try to move the engine to the right though the pull start assembly hits the braces for the axle bearings. But since they're diagonal if I lift the engine an inch and a half to an inch and three quarters I should have enough room to slide the engine over enough

I'm sorry, I don't know of a permade plate you can get. I think you'll just have to drill and slot something. Regarding the rubber bushings- there are some folks that think they help, and then there's the rest of us. At best, they won't do anything for you. At worst, they will rob you of a bit of power, and possibly cause the mounting bolts to break or hog out the holes in the block or mounting plate.

And feel free to mail me that stupid, useless Briggs. I will take care of disposal for you, 'cuz I'm a nice guy...
