I broke a hub that sits on a non-standard axle (1" with step down to 7/8" on each end). I can't find a replacement hub with a 7/8" bore, so I've decided to machine the axle ends down to 3/4" and then I'll have plenty of choices for off-the-shelf hubs.

I was quoted $165 by a machine shop to do the following to each end:
1) cut down to 3/4"
2) cut a key way
3) thread the ends

Is this a reasonable quote? Aren't we talking about a 30 min job on a lathe?

I understand I have cheaper options, but I was wondering if this is a reasonable free for what seems like a small amount of lathework.

I've had quite a bit of machine work done. Both on aluminum and carbon fiber. I would say the quote is reasonable. I've realized machinist are worth their weight in gold. The knowledge on both the fab side and computer side if applicable is unreal.

$65 to set up and $100 bucks an hour. Seems reasonable to me. That hour could take 5 minutes or 59. The $100 an hour must be the industry standard? I would say so. I've talked to plenty trying to find guys to help prototype projects.

Yep sounds reasonable. You need work done on at least 2 different machines maybe 3. But don't give up on machinists just yet. If you can find an employee to just do a small job for you like just cut a keyway on his lunch: possibly free maybe 20bucks.
But in this case yeah buy a new ready for you axle.

If you decide to go with the job at that place... When you go to pay, bring some drinks(or beers if of age), they'll remember that. The next little thing you need, it might be a quick cash job, they'll give a good deal both are happy.

The job you are talking about takes more time to set different machines then some people know. I have two lathes and a milling machine and many attachments and tooling that are for different processes and if you are not dead on with your different set ups the piece will become just that,a piece.
