what I mean is, when the engine is cold, you throw the choke on, get it warm, take the choke off and then it takes about 10 seconds ish to get to it's idle

For any engine to operate properly within it's designed specs, it must first be warmed up.
Anywhere from 5 to 15 minutes. The more mass an engine has, the longer the warm up time.
