lock robin ex27 engine

Hi guys I have a subaru robin ex27 engine an I think the engine is lock. I can turn the drive shaft but a some point it gets harder to turn. Also when I pull the rope, the fly wheel dosent even turn an im putting stress on the rope.

can you remove the spark plug and see if the piston is coming up and down as you turn the crankshaft.
Did water possibly get in the engine?

Yes water probably has since I wash it every now an then.

I had water get in an engine. Rusted the cylinder and the heavy rust line stopped the piston from going up. Took it all apart. Honed the cylinder and put it all back together. It started once and put it on the shelf.

I finally got the engine unsiezed, sprayed some wd40 in the combustion chamber on the piston an engine is turning freely. Thank you for your help

Also can I get away with using 5w30 oil in the ex27 engine?

But man there was enough rust to stop the pull start, yet the engine would turn Some, then stop.

Heavy rust, I would wonder how bad youy cylinder may actually be?
