Okay..
that's roughly 220kg of steel just like that,
a modern day 4cyl engine is around 85 kg,
a matching gearbox around 30 kg
let's say you'd need another 120 for axles, wheels, seat , springs and so on..
and we end up with a dryweight of ~450kg (a bit over 990 lbs)
let's say 1150lbs with driver and fuel.. that's not THAT much is it...?
with the 60 horses Jim suggested, it should be able to hit ~110mph (mathematically...)
but the smaller the engine the later "it torques", right?
So yeah.. with all those stupid GiXXer Karts out there,
there should be a GSX-R 1100 engine waiting for you
750 with 125hp, 1100 with 140hp or
a 1300 hayabusa 165hp...
and it screams at you like a siren... so yeah
So yeah, I think that thing would even move with a honda gx620 or alike..
but a bike engine as Jim suggested will help to keep the weight down, and can pack quite a punch
And.. I'm a bit torn right now.. I really like to see the baroness and bonneville going,
but that thing has me as well..
