Yeah, back to my calculation, at a standstill the ratio will be 3:1, on top of the 4.5:1. That is 13.5:1, and with the added grip, ~6 ft-lbs * 13.5 = 81 lbft of torque. Remember that it takes around 16-24 ft-lbs to move. You won't be smoking clutches, but possibly tires
You said 10" tires, well we can do some calculations. The kart will move 10" * pi = 31.4" per revolution. 3600/4.5 = 800rpm. 800rpm * 31.4" = 25120in/min = 23.5mph.
NOTE: BEFORE YOU GO FOR A RIDE, CONFIRM THAT THE BRAKES ARE WORKING AND FIRM! I pushed the gas pedal and thought my brakes were good to realize I wasn't slowing very quickly. I had atleast 100ft and I was going no faster than 7mph so not a big deal but you could get hurt if you realize it doesn't work.
It looks like you have a disc brake. There should be nut and bolt on the outside of the caliper. Loosen the nut and turn the bolt inwards until it you can't hand-tighten it anymore. Then tighten with a wrench until moving the kart by hand starts to provide resistance. Back off 1/16 - 1/8 of a turn and tighten the jam nut.(Note: make sure to hold the bolt in place with a wrench as the turning of the jam nut could tighten the bolt, causing the kart to be holding the brakes at a stop and make it hard to move)Confirm the brakes work and release right, and if not adjust appropriately.
