Ok so I have a Robin Subaru EX17, it has a mikuni 22mm carb and runs alright. I've put in a 130 main jet and left the stock pilot jet at 15. I know the main jet is alittle rich so, should I put in a 125 or 120 main jet. Right now the top end doesn't pull as hard as i hoped it would. Reason why I put a 130 was because of AGK did the same but it was for their 200cc while mine is a 160cc. And lastly I've check the spark plug and its black.

So your saying you put a beefy carb/jet on a factory setup motor?!... or is it just the intake(filter) that has been modded?

Either way... your motor isnt breathing enough(especially if your plug is black... WAY rich... too much fuel... not enough air, if I remember correctly). When upgrading, at times there are afew 'other' things that are needed to be done inorder for everything to properly work.

You already having the carb/jet... IMHO, Id invest in a high flow intake(20-30$) and header/exhaust muffler(20-50$). Those 2 things alone 'should' lean out the mixture enough to 'properly' work.

Put a 22mm carb with 130 main and 15 pilot. I'm bring the pilot down to 12.5 and the main jet is either gonna be 120 or 125, that's what I'm asking. Already have an high flow air filter and a straight pipe would be too loud for my neighborhood. So 120 or 125 main jet?

W/ you not willing to allow the motor to breath(out), I cant give you any further assistance... not sure anyone else can either. Ive found that when one does something halfway... things dont work correctly.

I understand the 'neighbor' excuss(been there... used it myself)... but the way I see it... if you cant ride your kart in your neighborhood cause of the decibels(which legally your probably not suppose to anyways... DOT/licenses/insurances/etc) then find somewhere else you can ride... or just ask the neighbors as I did... yes I went door to door one Saturday and Sunday and asked everyone that answered the door. It's amazing how much one finds out when they ask instead of assume (cough cough).
