Jackshaft and chain tension

I'm getting ready to install my jackshaft and was wondering how the rear chain gets adjusted? Should the jackshaft be made so it slides, that way the chain can be tightened? There's no easy way to install an adjuster to the rear wheel with my type of frame. I've noticed on some mini bikes there is no adjustment for the rear chain. Suggestions please!

Engine on slotted plate w/jack, slide engine on plate to adjust primary, whole thing bolts to slotted motor mount for secondary adjustment.
