Jack shaft question

If I want ed to replace the driven wheel with a sprocet, how do I get the drive wheel off. It is rusted on and if I try to use a rachet, I have broken 2 because I used a 4 foot pole for more leverage and the rachet snapped so I dont know how to get it off. And I wanted to know if I could replace it with a sprocket. Thanks

pb blaster or liquid wrench from home depot or lowes works good for that stuff.

Rust penetrant, let it soak in, and then use a good quality breaker bar with a cheater pipe, not a ratchet, unless you want bloody knuckles.
