Edwin S. nailed it though; that kart started life as a concession kart in a pay-to-ride scenario. That frame and its original engine (probably a Honda GX200) was designed to run 8+ hours a day, non stop, and to take a beating from collisions and fender benders over and over and over again without breaking because people treat them like bumper cars.
Key clues are the massive amount of tubing and weldments plus the oversize and red and green painted pedals. It looks super heavy just looking at it but it appears to be modified by the seller.
It does sort of look like the frame may have started out as a sidewinder (side engine) racing kart and in fact may be a mixture of racing kart and concession kart. Weird.
