even if you cannot weld nor know anyone that can,
that should still be an easy fix (ugly though) just find a tube that snuggly fits over your tube; carefully bend the longer side up until you can slip the new tube on (about 5 inches should do) bend it back down and roughly center it over the crack.
if it's a snug fit all that's left now is to lock the outer tube in place on both ends with a bolt or better grub screw.
then seal the edges with silicone to prevent water eating it from the inside.
It's ugly and it's "red neck craftmanship" at best... but it'll hold for a while.
Another way of fixing that would be a tubing clamp made for Go Kart cross bars..
but to be honest, all I know are metric (30, 32 or 33mm tubes)

commonly used on many race kart chassis...
slip it over clamp it down and you'll be good.
The much better option IMHO is to reweld the tube -as already being said- and repaint.
Either you can DIY or you can ask a friend with a welder to do that for you
