I think its a good deal. That's if:
Rims are not bent
Tire are not flat
Steering works
Frame is not broke
The drive trainworks

If he's giving you the carbs, then ask him why didn't he replace it then. I think $250 for a 350hp motor only is a good deal. But 30hp and a full gokart, you might want to ask some questions before buying
