The kt100 engine alone is worth the price, I've seen bare engines alone go for $600-$800, and then you still have to build it out.
I'd say yes it is worth it.

I've never heard of a Tibbi brand kart and I didn't find any info with a google search.

The Nerf bar design tells me that chassis was most likely manufactured before 2000, so It probably wouldnt ever be very competitive against newer chassis at a race kart track.

Just from the pics/info that seller posted, I feel its value is somewhere in the $500 to $750 range. If your just looking for a kart to play around riding on parking lots and stuff I'd suggest you buy one that has a recoil start engine instead of a KT100 that requires the use of an outboard electric starter. (Its kinda difficult to start and ride them by yourself...)

kendelrk, that kart in your video has a 125cc motocross engine with a transmission and a manual clutch. Those are very easy to push start, a direct drive KT100 is not. But the kart in the OP's ad has a centrifugal or disk clutch and you couldn't ever push start it like that.

The OP's craiglist ad said it comes with an outboard electric starter like I use for my racekart, I was just pointing out that he'd need to have someone else around to run the starter for him until he figured out a way to do it all himself.

This video shows KT100 engines being started with an outboard starter, check it out to see what I'm talking about:
