Clutch type is irrelevant, If the engine can't idle it's still going to launch because a CVT is still a centrifugal clutch functionally speaking.

Yes a torque converter has more parts and functions differently overall than a "Hillard type" or a Max torque... but the driver clutch is still 100% centrifugal force operated so if the engine spins too fast then it's still going to creep or launch depending on where the rpm is.

THAT SAID,
If not being able to idle isn't an issue then you need to remove the bolt from the crankshaft so you can get the driver clutch cover off and check for a busted spring.

If it's a Comet 40 type then it's going to be a bastard to get open and likely need lighter roller weights

Then raise the engagement speed of the primary CVT.

It's a 30 series juggernaut. So what do I do for that/how do I identify busted spring and how do I adjust cvt

Also what's a cvt
Torq converter, tc, torq-a-verter....same thing, different name.

Post pics of your set up, some one might see your problem.

A tachometer would be nice to see exactly what rpm it is idling at.
That juggernaut should be fine up to 2200 rpm without engaging the belt.

Read up on how a tc works, there's some important info here.

"Erratic engagement" at the bottom.

How tight is the belt?
If you push the kart, does it move freely or does the belt and torque converter spin with the drive wheel(s)?
