Idle problem

My great grandson's KT196 would not start so I changed the carburetor, it started on the very first pull. My problem is that it goes full rpm (3900) when I take the choke off. I have tried adjusting the idle screw but that does nothing to slow it down so what am I doing wrong? Any help will be appreciated as he is very disappointed that he can't use his cart. Thanks.

So it idles normally with the choke on?

Yes, it shows about 2000 rpm when choke is on, smokes a little but think that might be normal. Once I take the choke off the thing goes right to high rpm and cart wants to take off.

Sounds like the throttle is wide open and the choke is just restricting air flow. Also it's a Kart. Have you checked the throttle cable and linkage?

Sounds like some linkage might be hooked up backwards or something? Did you put the throttle return springs back on?

I am going to check these things out today. If I can't see the problem I will try and send a picture or video of what it is doing. I appreciate all the help. I did hook the springs back up to where they were before.

Well, this is what I have done so far. I decided to take the belt off so the kart wouldn't take off while I was working on it. I checked the spring on the rod that hooks to the throttle plate, it appears to be installed correctly plus I checked the spring that goes to the governor arm as well. That spring appears rusty, I have not touched that part in this process so have to assume it is okay. I have ordered new springs so I can replace them while I have this apart. What I have discovered is that when I start the kart with the choke on or off the throttle plate doesn't move to the idle screw. I can manually move the arm and it moves freely and when I turn it towards the idle screw the rpms slow down. Does this mean my governor is not working and if so, how hard is it to fix that?

The throttle "plate" should be sitting up against the idle screw always unless you are applying throttle pressure manually. If it is not, your throttle is at least partially open.

It’s been I while since I played with stock style carbs and linkages and springs….

Is a throttle return spring installed? It doesn’t seem to be doing its job.

Haven't taken photos yet. Waiting for the new springs to arrive and see if that does anything to solve the problem. I appreciate your advice as this has really got me puzzled.

I finally found that the governor rod needed to be adjusted. Not sure how or why it was out of adjustment but it fixed the issue. Thanks for your help.
