Part of the deal with the larger spoked rims was an effort to continually upscale domestic minibikes to compete with imported mini motorcycles that were coming in en masse (e.g. Honda Z50, Trail 70, Trail 90, some Benellis, Harleys) during the late 60s, early 70s and giving our poor domestic makers a run for their money.
Those imports eventually drove Rupp, Fox, Bonanza and all the other minibike manufacturers out of business. It was really a different product, apples versus oranges, but American tastes changed.
