Not a cheap venture, but money could still be made if there is enough demand. Here's some estimates on cost. Side note: they don't appear to be EPA/DOT certified at this point. A 40'HQ container from Ningbo port to Detroit port is about 4200, with a freight forwarder. There will be additional customs fees. Looks like 78 will fit in a container. Approx. 70,000 in purchase, 4200 in shipping, and 7000 in fees, plus they need to be transported to from port to you or more likely a dealership to sell them. $2 a mile at around 1000 or so miles on container truck. $2000.
~$83000 to have 78 of them at the dealership. Plus labor for assembly as they are packed in crates. Ignore that for now to give a cost of approximately $1075 each in crate at location. \
Likely would list for sale at $2000 or more. Could break even after selling 42 of them at $2000. Of course there are other operating costs including the building itself, fuel, employees and such.
All is if they were EPA approved in the first place. It is possible the manufacturer would make an epa and DOT approved version. Would not be super hard because the GY6 is commonly imported as 49 state legal. Not sure how DOT would handle it since it has 4 wheels.
I've looked into stuff like this before, but found that within a few years, these products often turn up at local chinese atv and scooter dealers. Usually not worth it for a one off with shipping from China.
It is neat though.
