JEEZ yeah dude get a smaller sprocket, You will gain some top end, but lose a little acceleration, it shouldnt be too bad as long as it isnt a drastic tooth change.

where can i find a pull cord and casing for the fly wheel
Many different shroud/housings may work including those from a vertical shaft Briggs.
Your engine appears to be smaller than 5 hp. Maybe 3½? I could be wrong. Difficult to tell from pics.
Engine identifiers would have been on original housing.
Try local mower repair shop. Sometimes they have piles of bad mowers that just end up getting scrapped. They may just give you a used one or charge a few bucks.
Cruise neighborhood and look for trashed mowers or check local scrap/junkyard.

get a jack shaft
maybe like say if your clutch is 12t and axle is 60t
try using a 12t clutch then a 20t J.S. on the other side that goes to the axle put a 10t and on the axle try a 50t :)
