I can't find a axel that has the cuffs/bearings 23&3/4th" apart anyone have a source?

I have no idea what you are trying to accomplish.

You mount the bearings in the frame of the kart, ( pillow blocks) . Then slide the axle ( of whatever length you want ) through the bearings. Kinda simple.

Its difficult to tell from your pics angle, but it kinda looks like you have a racekart frame. Post a pic showing the whole frame from the upper-side angle so we can give you better advice.
