hi guys i bought these hubs and they measure about 31-32mm , that's odd. Aren't there only 30mm and 35mm no in between?

Might be 30mm. but another possibility is they're actually 1-1/4" hubs...

Easy way to confirm things is accurately measuring the keyway with a digital Caliper:

1-1/4"-hubs have a 1/4"-wide keyway.

30mm-hubs come in 2 different keyway variety's: they will either have a 6mm-wide, or 8mm-wide keyway.

If you don't have a digital Caliper, you could start by simply seeing if a 1/4" key snugly fits into the keyway or not. 1/4" key will be too wide for 6mm. and not wide enough for 8mm.

ok ill tighten them down and measure
and @ anderkart i dont have any keyways

That's not going to work then. The key is what transmits the torque. Doesn't really matter how much you tighten this type of fitting, you won't get sufficient hold to transmit the drive torque.
