Usual procedure would be to set the choke (if it has one) or slowly push and release the primer 3-5x (if it has one). Make sure the switch is in the "on" position. Grasp the starter handle and pull slowly until you feel the starter engage, then pull briskly.
This is not a Tec-specific instruction, it is general to our small engines.
Make sure the fuel is fresh and the valve (if equipped) is turned on. If this doesn't work, we're into troubleshooting a problem.
