Throttle stop is only a bad idea if you set it up to max out below lockup. The kart would only do ~20 mph if he put the gov back on. 20 is plenty to hurt yourself but cuts the hurt factor by a lot, crashing at 20 is almost fun with a good helmet and clothes.

a throttle stop is a terrible idea with that you basicly just put on a smaller engine
with the gov only top speed is limited not take off power
