how to fix the throttle cable to engine?

I have a 6.5 hp engine that was marketed at PepBoys as an "All purpose engine". I think it wasn't specifically designed for a go-kart so there is no place to anchor the outer sheath of the throttle cable. Also the throttle lever doesn't have any mounting places on it. I have have no idea how to connect the cable so it pulls the throttle lever. Also, if I have a return spring on my accelerator pedal, do I need one on the engine throttle too? I'm totally stumped:confused:

personally, i'd start by ripping all that plastic off, but that's just how i roll. :)
There's a good post here about throttle hookups.
