how to buy go kart tires and wheels (rims)

I would like to know how to read the notations (the numbers) engraved on a go kart tire. Therefore, how do we relate these numbers to the right wheels we want to buy afterwards. Do they have to exactly match? Those rims will fit a tire thats 6" to 7 3/4" wide, 6" around. When looking at tires the first number is the height, second is the width, and third is rim size.

Those tires are for a 5"rim so they will not fit, besides that they are 11" wide at the bead (surface that seals against the rim) so again, will not fit. The height of the tire doesnt matter when comparing them to rims.
