How to be street legal

I would like to build or modify some sort of buggy that is street legal. I live in NY and would like to know EXACTLY what the requirements are. Can i get an experimental license or something? Please help me out.

You'll need turn signals, headlights, taillights, brake lights, seat belts, im sure it has to be reasonably quiet. How big of a buggy are we talking about?

Oh i thought it was already made...bike engine would be best since they are mainly electric start, and already have hookups for lights and some even turn signals.

i dont know about in the US but i know in ausralia you need a diff and a reverse gear, you will have to get the whole thing confirmed by an engineer. just a bit if advice, before you build the vehicle you should design it on a CAD program and take the file to an engineer, he will tell you all the bits of your design you will have to change (you would be suprised, for example, you cant just put headlights on it, they have to be mounted ib a certian place, a certian way ect) but still, its a very good idea, worth a try

actually NY is very tolerent of hand made street vehicles just go to the dmv they'll have the info you need also kaptain has a point with the bike engine and you'll need body panels atleast some sheet metal on the sides.
