1 million hp.. seriously, maybe 1/2 a horse at best I would guess. What's the engine in question?

I'd think you may gain about a horse, maybe two if you put a straight pipe and a better intake.
But I agree, we need to know what engine you're working on because I'm not too sure a "air filter of a car" would work on any small engine that I've seen.

Without rejetting the carb, no additional fuel will be burned and thus no additional power can be generated.
Rejetting (drilling the jet) and you might add a tiny bit.
but frankly.. I doubt it'd be a horse.. not even a pony.. maybe cat
it's only getting interesting if you're removing (yes physically REMOVING by opening the crankcase) the governor.
Since the real restriction from the stock filter and exhaust are not in the rated rev-band but above it.
(yes they do restrict.. but not noteworthy below 3600 rpm)
you'll gain a bit more torque in the low rev-band (where the engine produces less power than it's rated at) THERE will be increase in hp (well ... torque)
the dyno measurement (peak power) is hardly affected at all!

The 2 parts you mentioned will allow the 'stock' engine to breath better... or in other terms... adding more air content to the in/out of the fuel/air mixture. Chances are really GOOD that the engine wont run well at all, w/ 'just' more air (so to answer your question the way you asked it... itll add nothing, but you'll lose hp/compression).
When you're upping the air... upping the fuel injected is also needed to allow a properly mixtured explosion, in the cylinder/head. The amount of gain is trivial... but from 'my' experiences... a Honda GX200/HF212/Greyhound/6.5 clone(+/- same engine) w/ a free flow intake/exhaust, a properly sized jet, and a proper tuning, to the fuel/air mixture nut/bolt... Ive gained upwards of between 2~3hp. Granted, that's not much... but seeing as that the engine is originally 6hp (I round down instead of up) adding 2~3hp is a third to a half (or in percentages... +/-33%~50% more), from the original design... if done right!
