How loose should the belt on a Comet 20 series be?

Question in title- I've set the distance between the drive and the driven to the minimum reccomended center to center distance stated on the belt specs, but there is very little slack in the belt. What's a good way to determine if the belt is loose/tight enough?

There is no way. Belts are made for specific distances. If you have the right belt for the right distance, then the TC should work

if you haven't misread the belt# and double checked the center to center distance
according to your driven diameter (6" or 7")
and the two match, the belt has the ideal slack ;)

To add another level of verification, measure the outer circumference of your belt,
and compare to this list:

Via BMI...

"Tips for proper belt adjustment. Belt should be at its highest point in the driven pulley flanges. Remove the outer half of the driver clutch. Squeeze the belt down and pull forward. Position the engine so that 1/8" to 3/16" of clearance is provided around the clutch bushing/hub. WARNING! Do NOT run with a tight belt."
