Heck yea man, if you will complete it then by all means go for it! I learned things that I didn't know existed in steering geometry and random areas like that.. are there any steel suppliers or fabrication shops near you?

The only suggestion I can give, is to start out smallish on the motor. Even a 3hp motor can get you up to 20 mph.

Let me tell you just a few things that have happened that wouldn't if I hadn't filled out my profile location, or another member hadn't....I was able to help out other members in my area hands on.
Members here are willing to help out....even without a location...they have supplied parts and services to other members for free.
In a couple of days....a member from Michigan is going to be in my area on business....and we are going to get together for some real good Texas BBQ and a few beers....

Not saying this is the OP's situation.....
But, I see quite often projects that get started, and then never finished because the builder got in over his head.
Sounds to me like the OP has given an honest appraisal of his skills and tools (No weld, no experience welding) but wants to learn how to build a kart with what he has.
I say, Bravo!
It can be reasonably done, and by bolting instead of welding he is going to gain practical knowledge of triangulation, and why it is important. If he uses high grade hardware, and either self locking nuts or loctite, there is no reason why it can't be done safely.
