Let me tell you just a few things that have happened that wouldn't if I hadn't filled out my profile location, or another member hadn't....I was able to help out other members in my area hands on.
Members here are willing to help out....even without a location...they have supplied parts and services to other members for free.
In a couple of days....a member from Michigan is going to be in my area on business....and we are going to get together for some real good Texas BBQ and a few beers....
But....hey...go ahead and crawl back in your little paranoid world...and denial....thinking that hiding your general location is any kind of security.
Once upon a time...someone came here threatening to hack the site....(didn't provide a location)...5 minutes later....a member posted up his name, address, drivers license and SS numbers, his wifes name and his cars registration! I don't know how he did it....just saying. I just can't fathom the totally illogical paranoia people have to giving a general location....

Without a welder is a Baaaaaaaaad idea. Buy a kart if you can't weld. I truly don't think a welder will start a forest fire, work in a garage or shop!

Just an opinion.....
Not saying this is the OP's situation.....
But, I see quite often projects that get started, and then never finished because the builder got in over his head.
Sounds to me like the OP has given an honest appraisal of his skills and tools (No weld, no experience welding) but wants to learn how to build a kart with what he has.
I say, Bravo!
It can be reasonably done, and by bolting instead of welding he is going to gain practical knowledge of triangulation, and why it is important. If he uses high grade hardware, and either self locking nuts or loctite, there is no reason why it can't be done safely.
The only suggestion I can give, is to start out smallish on the motor. Even a 3hp motor can get you up to 20 mph.

Thank you for the suggestion. You have described my situation and I believe my garage is way too small to do any welding. It is also poorly ventilated and I really do not want to cause any sort of damage. I am definitely looking into self locking nuts and a smaller motor. Thank you for bringing that to my attention because I was originally going to put a predator 6.5hp. I agree with your suggestion on a smaller engine.

Just have a garden hose on standby or a few fore extinguishers...unless your in the People's Republic of California, which is a fire hazard of a state then you should be fine. Unless you're planning on wearing welding leather pants, and leather safety toed boots, your pants can start on fire...ask me how I know.
Long as you can work on concrete, asphalt, gravel, dirt...you should be fine. If your working in a garage, take all flammable items out, like rags, oil, grease, gasoline, diesel, stains, paint, sawdust...etc and you'll be fine. Using a chop saw, sawzall, cutoff wheel, will still create sparks. Just make it as fire resistant as possible and you'll be fine.
You could build a frame with just grade 8 bolts, Loctite, and steel...no idea on the strength of it, but welding a frame would be much easier. Could build one out of 1x2s and use a gx120 engine or smaller.
If the Fire Department can get there in a timely fashion, then don't worry about it. Just have them on Speed dial just in case. Watch a bunch of YouTube videos on welding...ChuckE is good as well as videos from Miller electric, Lincoln electric...Hobart, you'll be fine.
Only thing I'd be more worried about is how much fun you'll have with it.
