I have a gokart with a honda GC 160 5hp engine that isn't running right at top end, it sputters at full throtle and I'm not sure what is wrong with it. Can someone maybe give me insight on what the problem might be and how to fix it?

Sounds like a fuel supply issue at high speed. Check your fuel lines for crud, Fuel filter, clean the carb, etc.

Do you have a high speed needle to adjust the mixture?

Have you done any mods to the exhaust or intake that might change the A/F?

Check to make carb is bolted on snugly and manifold gaskets are good.

Try a high speed run with the choke on, and partway on in varying degrees. If it improves, you're running lean. Check the plug to verify, and you may have to increase your main jet size.

Now here's the IMPORTANT question-

WHEN did it start acting like this? Recently, for no apparent reason? After you installed the pipe or did another mod? As long as you've owned it? After taking it out from being stored for some time?

Yup. Today's fuel degrades quickly and turns to nasty goo in the carb. When storing a machine for more than a few weeks, it's best to drain the carb.

You'll have to clean that carb, paying close attention to the main (high-speed) jet and emulsion tube.
