so tomorow im going to remove the little arm on the crank case, and weld in the little whole it leaves behind. I will also remove the the slider from camshaft. Do i also have to remove the little spring things on the side?

Don't remove them, I'd say.
Why, because reading the parts-list the do NOT appear to be part of the governor assy, maybe they do serve another purpose.
Someone else might be able to tell for sure, I can't.
For what it's worth, I'd leave the slider and the springs, they wont do no harm, they're unlikely to break, so why bother.

Oh you don't need to weld the hole, a setscrew will be sufficient, just add some locktite

[EDIT]

part#9,10,11,13,15,16,18 belong to the governor; part#9 is by description a weight not a spring.

Anybody else find it totally bizzarre that the PTO appears to come off the camshaft? Am I alone in thinking the "usable" speed will be 1800RPM?

Now that you speak of it toystory, I think you're right, a little more perhaps; 2000-2500 with some luck (with the governor disabled) but that'll be it...
On a direct drive that'll be no problem,
but a clutch would most likely fail to fully engage
(if you don't find one that fully engages at ~1100 rpm)
Maybe the honda oil gearbox is capable of handling this correctly;
was there any clutch'esque parrt in the snowblower perhaps?
Otherwise total awkyard gear setup will have to be considered ooooor a new engine

[EDIT]
Fabroman, do you know any clutch for that rpm band?
That'd be the best solution of course
[/EoE]
Ataveras, you can even let the arm in place, you don't have the outer mechanics attached anyways,
so it doesn't make much of a difference.

And if you're going to sell it (because of the odd pto on camshaft thing) you may find a buyer that WANTS the governor.

You know, I didn't even consider that, nice catch  I know the clutch on my daughters kart engages pretty low but, not quite that low.

Clutch engagement speed is determined by springs so, a lighter spring or even stretching the factory spring may be in order...

ok, i opened it back off and took off the governor arm. Now to revs a lot more than it did before but it still slowing down after about a little over 1/2 throttle. Now what?

Russ, I know how it operates, that's why I added
reading the parts-list...
;)

Ataveras, I don't know, I would start over...
check compression & valve lash, test the spark at different rpm (there are "lighting" spark plug caps that are meant to look cool, but they help to see if the spark is present on higher rpm too) and recheck the carb and the carb gaskets.
I'd say ignition coil is failing, but I can't tell really.

As a side note: on ebay there's a G150 taken off of a bambini kart that comes with a clutch that looks like a maxtorque SS (ebay #151087213432)
It also looks like to be connected to the crankshaft on the other hand... strange.

New story now. I couple of days ago i ordered a new spark plug for the engine and it just came in. I plugged it in and now its so much better. It revs a lot more. But now when i rev up and its going fast i here a something inside. My guess is that it is the rest of the governor. Any advice on it now? Im also going to put a new video of it with the new spark plug
