Honda clone throttle stuck?

I got my engine mounted and I'm working on my throttle. But the silver throttle sticking out is stuck but it moves with some force. I never had gas in it or started it up. Should I return it or do something to fix it? Thanks

There will be a 10mm or imperial lock nut on the top of the throttle. Loosten this until the resisrance is small.

take off your stop airbox, and on the silver lever theres just a 10mm nut, loosen it, not to much, and work it from there, your going to want a stronger return spring tho
