Those look like the starter pawls, which engage into the cup attached to the flywheel when you pull the starter rope; without them, the engine will never start...

The fact that they're loose could be the problem but, it's more likely because of the problem...

How do you know it's not the flywheel key (just curious how you came to that conclusion)...
Hey thanks for stopping by my thread.

I took those pieces out and the engine will still start. It appears some metal prongs spin out and grab the cup when the rope is pulled.

I took the flywheel off and inspected the key.

I have a gx160 that should run fine. I might give up on this one and use that engine...
