Homemade go kart

a store bought kart, or manufactured kart doesn't qualify as homemade, even if it's been heavily modified - it's still a store bought kart, that was modified (like a Manco Dingo that you hacked the front and back off to throw on suspension). salvaging parts from a store bought kart to build your own is acceptable to be considered homemade, as long as you didn't use the basic structure of the original kart. IMO. :)

What do you guys qualify as a homemade go kart?

More importantly, why does it matter? Do whatever you like, no?

For what it's worth, I would look directly to the frame for the answer. If it's something you (or another individual, not a business) fabricated, it's homebuilt.
